steam overlay isnt opening?

its been a week and is still hasnt been opening. i tried restarting my computer, it didnt work. its checked off in the settings,and its not working. i hit ♥♥♥♥ and tab several times and still isnt going on. i even re-downloaded steam and its not working? im really upset because nothings working for me, all i want to do is play with my friends but i cant cause of this? i know i dont have a virus because im not an idiot and i dont download stupid things. please help me, im begging

I tend to have this issue off and on. Sometimes it will work fine, other times it won't work at all.


Another thing I've seen is that if I have 2 keys bound to open the overlay (shift + tab, for example), when I'm in the overlay, all I have to do is press shift and the overlay will close.

Happens on other key pairs as well.
