TF2 - Dedicated Server not loading Custom content

Hello, recently after trying to set up a Team Fortress 2 dedicated server, I have run in to a few problems, one being that none of the custom content I place into the tf\custom folder gets loaded in to the server, they're all .VPK files that should be detected and read by the server, but they aren't being loaded. I've tried to figure it out myself but haven't been able to, any help would be appreciated and if more information is required I can try to answer any questions regarding it. Thank you

The custom content is for clients not for the server.

Okay, how can I add custom content to a server, such as UI and other map objects like ammo and health crates as examples.
