Any good computers around 400-500 dollars that can run BF4 at high/ultra settings?

if you need an os included, its not going to happen

$600-800 with an os can get a good decent build with an os

apu build is not exactly for gaming
r7 240 isnt any better than the apus gpu, if he used with fast ram

You really need to build your own to get a good deal on a low-cost gaming PC. The premium charged by PC manufacturers will otherwise cost too much % of the total budget. Frankly same with WIndows, either you have already got it and can re-use or you will have to do without it, use Linux OS for free and learn how to use a free program called "Wine" to run Windows programs, steam for windows and games.

I can't promise what settings will get you good FPS. It probably won't crash trying to play Ultra but I don't know if it will be smooth or not. I can say that at some level above medium you should be getting 60 FPS or greater.

Also these 2 builds are tower-only so if you need WIndows OS or anything else then that will cost you extra. Like I said though Linux is free and so is Wine to run WIndows stuff on Linux. If tower-only is fine and you can spend a little bit more you can get a lot better graphics card for a very reasonable price right now like so:

That will almost certainly get you playable FPS on Ultra though no promises as to exact numbers. Also online gaming may vary due to latency & other lag. The R9 280 3GB GPU ia between 1.5 and 2 times more powerful (in different ways, some more some less) than the R7 260X 2GB so it can be a nice performance boost.

Honestly, stability with Wine can widely vary. There are some games that play perfectly but then some that are literally unplayable.

Well it's basically his only option if he wants a decent dedicated graphics card.

With WIndows that leaves only $300-$400 on budget and that either means he skimps on parts and gets lower quality with fewer upgrade options and lesser durrability and maybe only 4GB of RAM and a R7 250X instead of a R7 260X OR he get a good quality system with a AMD APU and no graphics card so he can buy one later.

Thing is though if Wine and Linux aren't working for him he can always buy Windows later, maybe with a SSD to put it on. That's better than buying low quality parts across the board which would properly all need upgrade for a much larger price just to put it to the level of the build that bought Windows later.
