if its not cpu bottlenecked, upgrading the gpu will give better fps

definatly the GPU especially if it means that you can spend £100 more on the gpu (i.e fx8 and i7's)

Depends on the situation, getting a better of either one will increase your fps, but usually a gpu is more important for gaming.
