A is better. Better CPU, 8 Gb RAM. SSD, more modern graphics card.
B build is just jumble of horribly outdated tech. Graphics card is 3 generations old, used Raptor drive is like ticking timebomb, they are not that reliable even when they are new.

Well, they're both using outdated parts. Remember that, while being sold for a lower cost, you will have less of a lifespan for some of the parts in those PCs.

a is slightly better

We'll build a can play battlefield 4 on mid settings with 60 fps and high with 30 fps, and that's pretty much what I need.

I have a problem to understand your criteria, for example by build B why they have put in 2 raid drives and 2 optical drives, when it has outdated CPU and GPU by several generations, which are the most important for gaming - if you are here on Steam, I bet you dont want get a PC for other purproses anyways, right?
Anyways, build B is terrible also in quality terms, DFI motherboard, RaptorX drive - pouring gasoline into your case would be probably safer.
Build A is somehow capable, and would be probably better with a stronger CPU.

Does the mobo in this build comes with a VGA port? Because the display comes with a VGA cable only, if you can find a better montior please share...
Edit: never mind the gpu comes with a dvi to vga adapter...

much better than the 2 op builds
can be upgraded easier since its a modern socket
or putting a 212evo on it can allow for a 4+ghz overclock

cx430 can be weak if you plan on upgrading to a stronger gpu, but fine for a 200w gpu with an low power cpu combo
