You would need to as Micosoft though. Only they can decide to add it.
You might want to look into Egosoft's X3: Terran Conflict if you like those sorts of games. That's definitely on Steam.
Well, X3 isn't exactly the same as Freelancer, but I already have all of the X3 games.
As for Freelancer, I've had the retail edition since 2004, so it's not for my sake, but rather the opportunity for others to enjoy this classic! :)
