cannot accept offline offers
Is it just me or is the system broken?

Can you please explain more? Most steam features, such as trade offers, require a constant internet connection.

Prior to today, i could log in steam using my mobile phone and accept trade offers. An error message would pop up but the trade would still push through. So a bit buggy but at least it worked. Starting today, when I accept trade offers, an error would still pop up but this time, the trade remains unaccepted. So today I can no longer accept trsde iffers through website. Hope that made it clearer.

I cannot send new trade offers via browser either. It looks like yesterday's update broke it.
