Fallout 3/Fallout New Vegas Steam Workshop?
For people like me who have a really hard time figuring out how to install mods for Fallout 3 or Fallout New Vegas, there should be a Workshop for it. Steam Workshop makes things much easier,period.

Dude, go here, http://forums.nexusmods.com/index.php? they have everything you could ever dream of to do with modding the Fallout games and many other games as well, and don't worry the link is safe :)

Thank you (and this is before I have clicked the link), I have had Nexus MM installed for a while I am clueless when it comes to installing NVSE.

You just put the NVSE files in your main game folder, and then launch the game with the NVSE loader. You can also launch the game with NVSE from the Nexus MM.
