Problem solved, you need to delete files from "downloading" folder

What is this?! i Hope steam give an external mirror for updates the games

Make sure you have enough disk space alongside deleting contents of Steam\steamapps\downloading\ folder.
I emptied the folder, but it still wouldn't update (had ~4GB free on steam partition). Had to free up to 16,0 GB, before it worked (which is more than twice the size of D2 folder, which takes almost 6GB of space)

Find Your STEAM folder, then go to the .../steamapps/downloading. Next find Dota 2 update and simply delete it. Works just fine for me!
