You can get a refund but it will take ages.

Steam's SSA states no refunds. However, they have been know to give them on a case by case basis. You need to contact support ans ask about a refund.
"Steam Support requires an account that is DIFFERENT to your Steam Account, so if you don't have a Steam Support account you'll need to create one.

Once you have your Steam Support account, you'll need to create a new ticket: " -FrazerJC

You CAN get refunds. Supposedly you can't but they have given a lot of them before. The main thing you need is to have little to no playtime on the games.

If you have played it for more than half-1 hour then dont expect a refund.

Doesn't hurt to try. Tell them the issue and you might get a refund.

If you have never played the game you might get a refund. If you played the game for even a few minutes then no refund. 99% of the time when a game will not run it is your PC that has an issue and not always the game. Why should they refund because you fail at computers?

Create a Steam Support ticket:

Officially no, but this kind of issue is usually on a case by case basis.
