Go to C:\Program Files (x86)\Steam\package and DELETE the Beta file. I wouldn't Opt in for the beta until this is resolved. Hope this helped! Bye!

Or you can use the SteamSetup file and run that which will "install" steam and force updates to run giving you a working steamui.dll
