Why can't I use the market?

I can't buy or sell, and it keeps telling me I should have bought something 30 days ago.. really? I'm poor, so I sell things on the market to try and build up money to buy games. How is this productive?? How can I use the market again?

First add money to your wallet and then you souhld wait a month i think and then you can sell

Spend some money on Steam, just a small thing will do wait 30 days and you can use the market without spending more money for 11 months after that.

Stuff like buying an item, filling your wallet or buying a game all count. As long as you spend money via Steam.
