Steam On A New System
I have bought a new computer and I would like to know if when I download and log-on to Steam on the new computer system will all the games I have purchased be in my Library and will I be able to download them again?

You will be able to download any games you have purchased. Some games do use third-party activation and in some cases will cause you to use up a new activation on the new PC. That isn't a Steam limitation, but a limitation with the publisher itself.

For most people, it's not an issue as most games released now don't have that.

I thought I might have had to back-up the games then put them on the new system

You can do that if you want to try and save bandwidth, but if you don't have a monthly cap, and don't mind a little patience, you can skip it anyway. In fact, sometimes it's better to just start over from scratch as old files can get stuck in some cases.

What about the games I have purchased from a different online store or EB Games but have activated the code through Steam

Any game activated through Steam you can redownload as well.
