So as a Fed, am I able to buy Romulan ships, because they can buy my Fed ships?
The title says it all.

come on, Romulans can buy either Klingon or Fed ships because there empire fell after their planet was destroyed, the WarBird picks are small, so when you choose which side to ally with you getting their help(by having the option to use their ships)
Also its a balance issue they want two main factions, with Roms being on both sides it doesn't matter.
I hope they eventually put in a Cardassian or Dominion faction then it could be 1v1v1v1 but thats not likely.
Warbirds are Rom only.
Roms can only buy upto Tier 4 ships. Tier 5 is off limits.

yep, there are a lot of the Fed ships that are restricted and Romulans can't use them even if they are allied. I was not really all that impressed with the romulan ships in the game. They all seem rather weak compared to the Fed and Klingon counterparts.The one Tactical Warbird at level 40 is about the only one I saw with enough firepower and capabilities to even compare to the other two factions. A big letdown as far as ships go.
Well it depends on what build you use. I'm a lvl 50 and I got my butt whooped by a small romulan warbird. lol XD
Romulans didn't have as many early ships as the federation or klingons, rather than create random new ships that didn't fit and also to fit with the way they set the romulan republic up, the romulans were given access to the early ships of the side they aligned themselves with.

Romulan ships are not weaker than the federation and klingon ships, they have the singularity skills which drain 10 subsystem power from all subsystems but give them powerful abilities to use.

All romulan ships have the battle cloak system which allows them to cloak during combat if they want to, this takes down their shields leaving them vulnerable but if used right could save you in a fight if you have enough ships pounding on you with no shields to stop the attacks. Battle cloak also gives increased damage when you uncloak compared to a regular cloaking device.

As far as the base strength of romulan ships goes, yes they get weaker stats because of subsystems, yes they give no choice on what you take untill level 40, but they all act as escort ships while they are cruiser class vessels. When you get the fleet support skill when it calls a cruiser ship it spawns a dhelan warbird, the second ship you get.

Singularity skills are extremely powerful if used right, the first skill you get is called shockwave, every enemy within 5km gets hit by it for a decent amount of damage and applies a powerful dot effect. The second skill is quantum absorbtion, which gives a large regen to your shields and gives temporary hit points. Next is warp shadows which is a good way to drop aggro. Fourth is singularity jump which teleports you forward about 4km and leaves a gravity well where you were to damage nearby enemies. Finaly, is singularity Overcharge, which empowers all energy weapons you have for increased output.
The fact that Romulans cannot use T5 Federation or Klingon ships has been a community choice, not a developer one. Personally, I understand the point. If you could use ALL of your allies' ships, there wouldn't be any point in making actual Federation and Klingon characters, as Romulans can in theory play every ship in the game. The compromise was they get everything up to T4, including any C-Store ships in that range.
It would be nice if Romulans had more customization choices for exterior, and interior when it comes to ships. That's the only real gripe I have with rolling a Romulan is the limitation of choice. I love combining different layouts. Without the availability of Fed Ships, or Klingon vessels, I'd find it very hard to want to roll a Romulan. Your choices would become extremely limited. Just my opinion.
