Why can't I delete this game?

It is auto downloading in the background, I have paused all downloads. I do not want this game, why is it so hard to find/delete this game? It doesn't seem to exist on my computer or in my steam download list, but when I hover over the Steam tray icon it says it's downloading?

I'm looking at my d/u meter and I am indeed downloading something when this Steam says it's downloading but it doesn't exist anywhere in Steam for me to delete it.

Go to library, right click Star Trek Online, delete local content.

It must exist somewhere.

Problem went away after not signing into steam for a few days. Only way for me to avoid downloading the thing was to just pause all downloads.

Came back now and it has disappeared on its own, I did nothing. That night was really frustrating.
