Forelan is saying that it is now avaiable in Russia. I am guessing that the publisher, Perfect World, did not make it available for Russia but just recently lifted the restriction so now people in Russia can play STO. :)

I joined the fight before STO was released) And I've always been allowed to play it) But my friends accounts (created through proxies, after PW bought Cryptic) was banned :\
Now Russian Fleet will get new members (I hope)...

And I advise you to go preach somewhere else and piss off. If you downloaded STO year or so ago and never deleted it - of course there're no restrictions for you.
