Infact it usually does.
Smaller percentage is paying, but ironically they always pay more then usual.
In the first month i spend over 200 euros myself, simply because i didnt have the patience to wait to get some of the lobi ships i really wanted for 1 or 2 characters.
Also i subbed, spend about 50 euros on zen store ships and items.. so all in the first month.
If i do that, im sure some if not most people go even beyond that.
This game went from being on the brink of being shut down before it went Free to Play.. to being able to afford to expand the team(how many MMOs can you say that about these days?), develop expansions, and hire actors from the series like Michael Dorn(Worf) and Tim Russ(Tuvok) to voice their characters ingame. STO is probably PWE's highest earning MMO in the western market right now.
Don't worry, the game/playerbase is still continuing to grow and it will be around for a good, long while yet.

The only things you're forced to buy into are veteran rewards and things from special packs/versions(steam starter edition, boxed collector's edition, etc.).
