There are certainly a number of Tac-Friendly Boff layout Cruisers out there, such as the Tac Oddy, Avenger, Cardassian Galor Class, Advanced Heavy Retro, and Assault Cruiser.
Moving to an escort while you are leveling can certainly be fun. Definitely recommend giving it a try to see if you prefer that style of combat more. There are big differences in survivability, but also in the burst damage potential.
If you're enjoying the cruiser gameplay style, I would reccommend the Regent Assault Cruiser or Avenger Battlecruiser. The Regent is a bit more of a traditional Starfleet cruiser(good firepower at all angles) with a heavy tactical leaning. The Avenger is essentially a top-notch Klingon Battlecruiser(it can equip dual cannons and packs a lot of forward punch with its 5/3 weapon layout).
If you want to roll with Escorts, I suggest looking into the Armitage or Kumari. The Armitage is a very sturdy Escort(might as well be called a Destroyer) with a hangar bay for fighters. The Kumari, on the other hand, is an recklessly offensive little ship that can throw out a lot of punishment.
That said, I would still suggest waiting until you hit 50 and get a better feel for what you like or don't like in your ships. You can get and experiment with mirror versions of the level 40 ships on the exchange for relatively cheap amounts of EC. Learning how to fly a ship well will return far more performance than any ship purchase.
