Mind boggling moment

This happened just under an hour ago, I was at Sol system and an Odyssey class warped in now nothing unusual there but after a minute or 2, I heard the cloaking sound. Which again isn't weird probably a Romulan in a warbird or someone in a Defiant, Gal-X or Avenger but no when i looked around i saw that same Odyssey class in cloak and then come out of cloak to quickly for me to screen shot.

I've just spent the last hour looking for how he cloaked the Odyssey and come up with nothing, Is the person a hacker or something?? because I know you can turn the Odyssey intro Dreadnought config by putting tactical officers in universal slot and I did that but couldn't equip cloaking device.

Most likely it was the Tier V Ability from the Romulan Reputation. It allows any ship to cloak for a few seconds.

Quantum Singularity Manipulation:
"After Activation, Increases all Science Stats by 100 for 8 sec. After 3 sec, Your ship will be cloaked for 5 sec. Weapons will be enabled, so you can fire your weapon though your ship is cloaked. After 8 sec, your ship will be decloaked, and return to normal."
