Extreme long loading times?

So I have been playing this game off and on for a few years now and every time I install this game it has a really long loading time. Right now I am stuck on the New Dawn loading screen and I was wondering how do I fix this?

there is an option in the launcher to disable pre game patching so when you load a new zone it will donwload the update in game live. This can make things slower. I thought it was off, but have a look its in the options up top right.
