Good Fleet
anyone know a good fleet to join? preferably with a high level shipyard

Ask around in in-game chat. NoP Public Service channel might help you (/channel_join NoP Public Service).

Generally you'll be expected to donate 20k fleet credits worth of stuff before being allowed to purchase stuff. Donation policies vary by fleet though.

I'm actually thinking of starting my own. I've already got a TS through my gaming community, but IDK if any of them are terribly interested in playing STO.

Making your own fleet is pointless unless you have a few dedicated players with a bunch of resources.
