Does "ranged attack" stat affect spell damage?

Some mage-related items (like Orbs) provide an elemental damage bonus to "ranged attack".

Does this bonus also apply to mage spells like Fleshbore in some way or is spell damage only based on the "Magic Power" stat?

spell damage is based on the magic power stat
