The enemies themselves are fast (or faster than you), and you need to shoot fast and think fast in order to succeed, particularly on higher difficulties. There is a surprising amount of strategy needed amongst the frantic shooting, and because you have paper armour and paper bullets, the game becomes about using your weapons wisely to slow down enemies and group them up, so that you can hit them with bigger area-of-effect weapons or getting them near an environmental effect.
That said, I wish weapon switching was faster and I wish we could do it while sprinting. And I do think faster movement would also make it more fun so that there is more dodging involved. As it is, many of the enemies are simply faster than you, and hitboxes of yourself and the enemy bullets seem to be enormous, so that damage mitigation becomes more about killing fast because avoiding damage is often impossible. It is not a survival game at all. If you haven't killed things as fast and effectively as possible, you have simply made it more difficult for yourself, and this becomes more obvious at higher difficulties where you can't afford to get hit even once.
It is not a classic run and gun game in the style of Doom or Painkiller. And while I love those games, I also like this game for different reasons. There is something about the challenging nature of it that I find compelling. This is one of the hardest FPS games that I can remember playing. Often when something is too difficult I'll give up, but for some reason with this game it makes me more determined to go back and win. Although I'm expecting the later levels of the DLC in heroic mode to destroy my resolve.
it is fast paced, because you're expected to think on your feet, it's just not a game about 'lulz i run fast', it's fast paced in the bursts of combat.
you don't need to move quickly for a game to be fast paced, however it does help. and we can move quickly, as a tactical maneuver. sacrificing offensiveness for being able to reposition more quickly or to evade incoming attacks.
