Is the Steamworks version online-only?

I had thought this game looked interesting long ago, but the GfWL and online-only single player killed my interest. I see now that it has the option of being just Steamworks, does this make the game playable while offline as well? Or does the Steamworks version still require 100% internet connectivity still?
