Unsupported 16-Bit Application
I've Had Section 8: Prejudice sitting in my library for a while and just now got around to downloading it. I tried to start it up but when I do, an error pops up. Unsupported 16-Bit Application. The program or feature "\??\C:\Program Files (x86)\Steam\steamapps\common\Section 8 Prejudice\Binaries\Win32\S9-Win32-F.exe" cannot start or run due to incompatibity with 64-bit versions of Windows. Please contact the software vendor to ask if a 64-bit Windows compatible version is available. Any Help?

try to install again. I play it on windows 8-64 bts.

The \??\ before C:\ is baffling to say the least. Apart from that, try right clicking the S9-Win32-F.exe and go to properties, then search in one of those tabs something around the lines of "run in 32-bit compatibility mode" or just compatibility mode (if i remember correctly it should be in the compatibility tab).
Also check that Gfwl is installed and works on your machine. this piece of software likes to bork it up on many occasions. . . try if you can execute "games for windows live marketplace" on your machine.
If it is something Win8 related, do what Vudu said, since i don't own win 8, i can't help you with that.

I would try verifing game cache right click the game in lybrary, properties, local files. I've been playing with windows 7 64-bit without problems.
