Semi-old thread, but as far as I know Powertools is the only way to really fix it, sorry, unless you know how to manually mess around with your system.

Powertools makes the cutscene audio run completely out of sync for me, so I guess I'll have to get used to having no control whatsoever when driving.

Powertools only works correctly with the legal Steam version of the game, which according to your profile you don't own.

?

He means powertools doesn't work if you have a pirated or maybe even a non-Steam version.

Anyway, this is my steam account that I only use for the forums (obviously) but I did in fact pirate SR2 because of all the technical problems it has. Thanks for the reply, I'll definitely buy the game at some point - talk about some unorthodox anti-piracy, lol.

It's most likely that you either didn't install it correctly or didn't configure it. I wrote up step by step instructions on how to install/use Powertools in the SR2 PC FAQ on the old Steam forums here:

How can I fix Saints Row 2 running too fast at 1.5x speed?

IMPORTANT! Many players have reported that the speedup bug is now fixed with Windows 8, and Minimaul confirmed it as well on his test box! DO NOT USE POWERTOOLS OR CHEAT ENGINE IF YOU HAVE WINDOWS 8!

The speedup bug is something that is an inherent problem with Windows 7, though in rare cases it has been reported to happen on Vista. The speedup happens with CPUs that do not run at exactly 3.2Ghz frequency (the Xbox 360 cpu speed.) The further your cpu is away from 3.2Ghz (both higher and lower) the faster it will run.

There are two tools that can fix the issue:

Saints Row Powertools was developed by Rafael Rivera and IdolNinja specifically to fix this speedup issue and is the preferred solution since it does not desync cutscene audio. It also has many features for modders like print_debug support, realtime coordinate display, and logging:
http://saintsrowpowertools.com

You may want to give the new beta of Powertools a try that attempts to automatically calculate the timescale so you can avoid the stopwatch test. It seems to work correctly for about half the people who try it. If it does not you can still set a manual value in the ini like the old version:
http://saintsrowpowertools.com/oldbeta/beta.html

NOTE: Powertools will only work correctly with the encrypted Steam exe.

Cheat Engine is a general purpose tool that can also slow down Saints Row 2, but has the side effect of desync'ing cutscene audio. It should be used for anything other than the encrypted Steam release:
http://www.cheatengine.org/

How do I make Powertools work?

* Download the archive from:
http://saintsrowpowertools.com

* Extract the contents into your Saints Row 2 install directory where the SR2_PC.exe resides

* Right click on install.cmd and choose to Run as Administrator to install it.

* Edit the Powertools.ini and set your speed value at the end of the file
percentage = 1.0 is the default and results in no change
percentage = 0.78 would be running the game at 78% the speed

How do I know what slowdown value to use for Powertools?

Every CPU is different, and is influenced by many factors like overclocking, speed-step, etc, so there is no easy answer regarding a value to use. There is a stopwatch test to tweak the value though which will let you get as close as possible:
http://idolninja.saintsrowmods.com/s..._Test_v1.2.rar

NOTE: The closer you can get the game running to the correct speed, the smoother it will run.

Powertools is crashing the game at cutscenes! Is there anything I can do?

Here are a few troubleshooting steps you can try:

* Update your Direct X libraries to the latest and greatest
http://www.microsoft.com/downloads/d...displaylang=en

* Verify integrity on Steam

* Run Saints Row 2 windowed instead of fullscreen. Oddly enough it seems much more stable this way.

* Confirm that you are running the encrypted Steam exe. Powertools will only work correctly with this version and not with anything else like the Games for Windows Live non-Steam release, the German censored release, or any illegal cracked versions of the exe.

There is a bunch of weird text in the top left of my screen. How do I get rid of it?

It is likely that the OSD (On Screen Display) for Powertools was accidentally activated which contains game info helpful to modders. This OSD can be toggled on and off with the Scroll Lock key.

It's funny how people say that Windows 8 fixes it. I have Windows 8, and i get the problem. Help me dang it.

Processor: Intel(R) Celeron(R)
CPU B830
1.80 GHz

(P.S: I have 64-bit. Suprisingly, my system thinks it's 32-bit for some bizzare reason.)

Could have Installed the 32bit version of Windows 8 on a 64 bit System?
