Anyhoo to answer your question, It is simply due to the age of the games, When sup com 1 was made, steam was not as popular. To add steam support now would require someone to to pay a team to recode the game, as well a paying steam to host the achievements, there simply is no finacial reason for a company to do this for an unsupported game.

When Sup com 2 came about, Steam was more popular and they simply decided to intergrate the game into steam while the game was being developed, so even if you buy it retail, it still needs to register with steam to run.

That actually makes sense.
Perhaps if the SupCom community could muster enough noise to be noticed by Steam, then Steam could provide an estimate for the said payment to fund the team and services to integrate SupCom achievements into Steam.

Even if this payment were far greater a sum of money than our humble community could possibly hope to provide by way of crowdfunding, having a number in mind could supply a more definitive answer to the present discussion.

(Simple English: Get SupCom community noticed, plan Steam achievements project, get people investing together, get Steam achievements.)

The thing is the SupCom community doesnt give♥♥♥♥♥♥about steam, cause almost everybody is playing on faforever-client. Besides the real reason this never going to happen is cause the developer (Gas Powered Games) and the publisher (THQ) went bankrupt, the game now belongs to Noric Game who bought it along with some other IP and they dont care either.
