Sid Meier's Civilization V
Civilization V or Empire: Total War?
Both look similar however civilization looks a little more complicated, or a lot. Which game would you recommend?

There both great and really different, but i like the Total War series more, then again i do have 200 hours on Civilization V. Take your pick.
Total war is more combat based whereas Civ is more strategy based.

Pretty much.
I don't know how it's now, but during premiere ETW was much more bugged.
Both great games, but very different. Because it's turn based and hex based, Civ is a much more game-y experience, like playing a spectacularly advanced version of Chess. It's no less complex or rewarding for that, but it doesn't get into the nitty gritty of combat tactics like Total War does, it's more about the overall strategy of developing a civilization. Plus of course it covers a huge exapnse of time, whereas TW focusses on shorter periods up to a few hundred years.
does civ have that up close combat tho?

Not.
I think you should get Civ V before Empire: Total war
Civ V...and wait 4 Rome II
What Atisch said. Get Civ V for now, and get Rome 2 when it comes out.
Empire Total War is still.... eh, even with the best mod, it's still is eh.

I find Napoleon Total War to be the, "What Empire should had been"
I've played all the Civ games and all the Total games (except the first Shogun) and the replay value of Civ is far higher. Total War series are great but you are constantly playing the same location and time period over and over. The Civ series, far more variables in each replay makes each game unique.

As far as the Total War series goes, I still like Rome the best. Empire was good and the addition of the naval battles was a nice touch but it just didn't grab my attention - I think a lot of it had to do with the fact that all the different factions in Rome was vastly different (with a few exceptions) whereas Empire factions were quite similar. With Rome II coming out, I wouldn't bother buying Empire.
Empire Total War is a great game, but the AI is just terrible in it. Civ V has seen a vast improvement in AI that makes it much more challening.

I'd skip Empire and just go for Shogun 2: Total War or hold out for Rome 2. Or pick up Civ V.
