I've noticed in some games that when I found a religion and it somewhat spreads to one of my other cities due to pressure but not enough to make it so the city is following the religion I lose the pantheon bonus even though both the pantheon and the religion are being followed in the city.
Also, just to add this isn't the first time I've been been screwed by oral tradition. Had another game a while back that I scrapped because again I wasn't getting any culture from plantations. This most recent attempt at oral tradition screwed me over because I had over a dozen plantations throughout my empire and only one of them was producing culture.
Think from now on I'm just going to assume it's bugged and just avoid it.
I haven't used oral tradidtion myself that much but I don't remember it being bugged.
Also, as I've said before I don't believe you need to actually be working a tile to see what it's tile yield. Desert folklore faith will still show on all desert tiles even if you aren't working. But as I said I before, I was working the plantations, they simply weren't producing culture. I had three different plantations in my capital alone but only one of them was showing a +1 culture yield.
Example: you hve three people in your city with that religion, you can't have more than three different tiles producing the culture boost.
