There was, many times, a workaround earlier on this very forum. Make a search Mac / Civ.
From what I barely remember you just have to turn the Gods ans Kings DLC off. Not sure but possible.
Never update Mac OSX if you're a gamer.

I'm having this same issue and I have no clue how to fix it.

You can run the game with either G&K or BNW, but not both, on High Sierra.

There was another work around, that involved creating a new filesystem of a particular type and installing the game on that, but I don't recall the details.

Here's a fix posted in a thread a few pages back:

Here's the way I did it:

1- Open up Disk Utility (easiest to just search for it with Spotlight)

2- Then do: File -> New Image -> Blank Image

3- In the save as box use the following settings:

Navigate to the folder where you'd like to keep the image.
Disk image name at the top, make it something short and easy such as: civ
Also use the same in the Name field below
Size just type in: 10GB
Format: Mac OS Extended (journaled)
Leave the rest as they are.

Click save.

4- macOS will probably mount the disk image for you automatically, if not, go mount it.

5- Get steam up and running, and uninstall CiV if you haven't already

With the civ.dmg disk image mounted, from the main Steam screen go to:

Steam -> Preferences -> Downloads

Click on Steam Library Folders -> Add Library Folder

Find the main part of the file listing/tree called Volumes and select your civ disk image volume, and then new folder. Then select and that should then list it in your Content Libraries.

At this point make sure your reselect the default library to be your original one, because Steam auto-defaults it to the new one, and we don't want it trying to use the 10GB civ.dmg for all things holy and un-holy.

6- Close out of all of this and then go back to install CiV, and the new content library on the civ image will appear in that drop down box on the install dialogue!.

And that should sort it all out! :)
