I eventually managed to beat the Ice Queens by luring them south and letting the two police officers take some heat for me. Once they weren't coming right at me, I could try again and again until El Diablo finally managed to hit them.
I mean, I'm willing to accept that maybe I'm just not as good at this game anymore, but I really feel like everyone is missing a whole lot more.
Basically though, send Minuteman after the ice queens and keep Diablo away from them since he has a frost weakness. Minuteman has his shield thingy you can use while approaching, so he can clear them easily with a little help. And if you can find stuff to throw at them that`s even better. If the problem is before you free Minuteman then land Diablo instead of flying around, since he takes fall damage and gets stunned if he`s flying. You should also use his fire shield, if that`s available. I can`t remember exactly but it helps against missiles, which Diablo was always bad against.
1. The Ice Queens don't have much in the way of missile attacks, and they only throw objects at Diablo if he's flying.
2, If you "right click attack" the Ice Queens with the Beam, then its virtually guaranteed to miss. You have to let the get "close", line them up so you aren't firing at awkward angles and then fire it.
But pound for pound, Diablo is about as useless a Hero as they come. He flies...... And thats about the only nice thing to day about him.
