missing dlc

i purchased the bioshock triple pack + season pass + comulbia's finest, however columbia's finest is still avaliable for purchase and does not say on the store that i own it?

right click bioshock infinite then go down to properties go over to dlc if it does not show it there open a support ticket.

would the columbia's finest dlc be called upgrade pack + upon starting the game i did not get 500 coins?

I got to the restaurant where you get all the upgrades and the shields but I didn't get the 500 coins or lockpicks the DLC promised.

What about the lockpicks? The DLC promises 5 of them and I can't find them. In addition to that, the Steam store says I don't have the DLC even though when I click DLCs in properties, it shows it as in there.

You should get those lockpicks when you'll find your first lockpick in game (simply you'll get +5 more than you'd get when playing without Columbia's Finest.
The Columbia's Finest isn't marked as "In Library"(as owned), because it's a set of DLCs (which combines the Premium and Ultimate Songbird Editions of Bioshock Infinite and Industrial Revolution bonuses).
