Not to disregard what you said or sound rude but where is the proof for this.
Given that someone else mentioned something about an assasin I'm curious where this idea comes from.
This theory does sound interesting and plausible though.
I personally think that it's a previous version of Booker that failed. The sign says "Don't Dissapoint Us", perhaps implying the Lutece's wrote the message. Booker has after all failed dozens of times before, each failure being a dissapointment

On a serious note: many interesting explanations here, they could all be true.
Plus, in a way, it adds extra incentive for Booker. "failing these people has consequences". Just my opinion.
