I can't open the game
when the steam window pops up and asks me what version I would like to pick and i choose bioshock infinite the window just closes and nothing happens. I have already uninstalled it then reinstalled it but the issue is still there what shoul I do.

I have the exact same issue although I'm running Windows 8.1.

Hm, well yours might be solvable as I run on windows 8.1 and it works fine.. what are your pc's specs?

That seems fine to me, I read some things about conflicting DirectX versions, which may be the issue, have a look at this http://steamcommunity.com/app/8870/discussions/0/828935672621491711/ the 7th comment down by DiG DuG, do what he says, search for 'dxdiag' on your computer and open it (If there is a dialogue box about checking for signature press ok), check the directx version on 'System' (This should be near the bottom) and then go to the 'display' tab, he says about a 'DDI Version' section on the right, you might not have this section as I don't seem to, but if you do, check this against his to see if it is the same problem.

It says my DirectX Version is 11, but like you I have no 'DDl Version' under display.

As an additional note: Bioshock Infinite appears under 'Background Processess' in task manager for about a second, at this same time Steam says I am playing it but then returns to 'online'.

Ah okay I suspected it might be set up the same way (I think he had win7). One thing I can think of currently which could fix it, first thing is verifying your game cache on steam, you may have already done this but sometimes it misses something so you could always check again just to be sure.

I found this when looking up the thing you said about in task manager though I'm not sure if it will help you, I thought I'd post it here as this might allow people with Windows XP to play infinite, it involves a little tinkering with system files so make sure to backup, its the second comment down: http://forums.2k.com/showthread.php?23356-Bioshock-exe-in-task-manager-nothing-happens

The main reason windows xp cannot play infinite (from what I have gathered) is because the minimum directx version for infinite is 10 and sp3 (The last xp service pack) only has Direct X 9.0b which happens to be why I don't think this is your issue having windows 8.1 like me (Though I cant completely guarentee that, its probably best to get back to me on that verifying first)

I have this issue too:( Bioshock seem to be launching for a part of a second, but immediately switches off and Steam syncing saves. Sometimes even the splash art appears for a splitsecond
