Also, not sure if related or not, but it gives me an error when logging into GFWL, yet I'm able to continue as if I am logged in after it redirects me to the start screen
Go to My Documents, right click on Bioshock2 folder and uncheck "Read only" attribute. Profit!

Steam for some reason is downloading version 1.0 of bioshock 2 at the moment, so downloading the latest patch for bioshock 2 should solve it. i got it from:

When you install this patch it may still crash, this is because your old save games are still in the save folder in my documents, and are corrupted. delete these old saves and the game should run in latest version without crashing. I also reinstalled games for windows live, but not sure if this is necessary.
