Stupid Steam and their stupid anti-workshop policy
Its as if Steam refuses to make a steam workshop for any game that's "too old". Oblivion, Morrowind, this game. Doesn't Steam realize its loosing out to the likes of Desura in game sales? Steam 'claims' to support indie content and modding communities, but what they really mean is that they support them only so far as their bank accounts grow. Well fine Steam, you'll loose sales. Eat it.

they (valve) are a company who has done a lot for indie games, giving them a platform for their marketing and selling, while traditional methods for distribution such as games store's do not promote indie games?

I agree with u that Civ IV and several other games like Empire at War and Battlefront II need workshops, but what can ya do?

I don't even see the point ?! If I wanted my civ to look better, I'd play Civ 5. If I wanted more customizations, there's a boatload of them out there for BTS 3.19.

Its easier. You don't have to download desura or curse or nexus depending on the game. If there is a good workshop, you click a little green subscribe button and voila. Plus, you can tell a good mod because every subscriber is a steam member, no need to sort through random trolls on other websites.

Are you sure its valve, that is refusing to do this? I guess its the decision of the creators of these games, that are busy working on other stuff instead of doing work on their old games.

They have deals with the companies they're distributing from to not provide support for older games to promote the sale for future games. As someone said "If I wanted better, I'd buy civ 5"
