Either way try changing the compatability mode to windows xp service pack 3 or 2 and see if that helps. Dunno if that will work but it is worth a shot.
The game itself is highly unstable and I am surprised that this was even released on steam in this state. If I payed more than the dollar I did I would be more pissed at my purchase.
Ex: -w 800 -h 600
Another thing to try is to force it back to windowed mode by typing -windowed in the launch options as well.
You get to launch options by right-clicking on the game, select properties, and click Set launch options under the general tab.
I believe that error normally pops up when you change a game to a resolution that your video card doesn't support.
I don't know if this directory changed in windows 8 and if you run windows XP then you would go C:\Documents and Settings\UserName\...
The appdata folder is normally hidden so you will have to enable hidden folders.
Copy the steam.dll file from the steam directory into the geometry wars folder.
