Just Cause 2

Just Cause 2 starting with logo rolling?
Hello, facing this problem all the time, did full reinstalling/redownloading game, changing GPU, reinstalling drivers and DX too. Just Cause 2 starts, but nothing just logo displays with rolling arrows in bottom right corner.
I have no idea what's the cause, disabled all programs at startup with msconfig, still not solved. Searched here for such case and found noting.
Anyone? I didn't played this game before.

I've been waiting over an hour and no change on screen.

Running AMD FX-8120 cpu and MSI R9 280X GAMING 3G gpu.
EDIT: adding "/failsafe" parameter to game advanced options causes it to run in window, but still not starting game. No change after using "/dxadapter=0" or both.
I think it has something to do with Microsoft Visual C++ 2005 SP1 Redistributable Package (x86), game is shipped with version 8.0.56336 and this is the latest version of 2005 SP1 package. Maybe it interferes with other Visual C++ shipped with other Steam games?

It worked on a Vista 64-bit just for test, game has installed Microsoft Visual C++ 2005 Redistributable ver. 8.0.56336. GPU and CPU also from AMD. OS has already installed Visual C++ 2005, 2008 and 2010 redistributables.
From Readme file issue may be caused by soundcard driver, too. But there is no option to choose acceleration for sound in newer DXDIAG.
Working station: 1360x768 resolution, Nvidia onboard soundcard
Not working: 1280x1024 resolution, Realtek onboard soundcard

I can't belive it.. same hardware, fresh clean Win 8.1, and Just Cause 2 logo rolling !!!

the issue has been located with help from Square Enix support.
It's hardware-software problem.

The root case was that I was unable to start Just Cause from 2TB RAID level 0 (stripe) volume with following NTFS parameters reported by FSUTIL:

The symphtom was: Just Cause 2 main screen with two arrows rolling/spinning in right bottom corner.
The game never started.
Note that Steam integrity verify tool report status 100% ok in this case.
There are no bad sectors on disks, there are no NTFS errors in filesystem.

However, game loaded sucessfully from non-RAID volumes with following parameters:

Hope Square Enix notifies Steam Support about this problem soon..

EDIT: More (possible) affected games:
Carrier Command: Gaea Mission
(game not starting)
Saints Row: The third
(game crashing after second movie)
Saints Row 2
(stucks at LOADING 5% on black screen)

WORKAROUND:
Both Saints Row versions are confirmed to work on volume with different sector size.
So they are affected, too.
1. Make a backup of the game
2. Remove it from Steam's library
3. Restore it to different drive
4. Wait until download of executable finishes
5. Play and have fun..
Carrier Command doesn't work either. But it loads settings from this volume all the time.
UPDATE: Carrier Command is confirmed and is also affected!
Most of games will work. Only few are affected.
