India and good HDI never go together?
I've tried five times now to increase India's HDI. No matter what path I take, no matter what I do from the start, India's HDI doesn't rise at all. It works miraculously in Africa and the Middle East but not in India. In fact decreasing Emissions, adopting a one child policy, maxing out all the welfare cards, etc. for some reason decreases HDI. It seems like different rules apply in India. Everywhere else things improve, but in India things just go from bad to worse no matter what action you take. Help?

India's HDI is hard to increase because health problems there can't be fixed by welfare program. If you take a look at the three components of HDI, you'll see that India's incredibly low life expectancy is dragging its HDI down. If you look into the cause of said low life expectancy, you'll find that toxicity is the problem, notably toxicity from energy and transport. This is because India will always immediately go for coal as soon as you start fixing stuff there, and coal generates 0.8 toxicity per kWh (twice as much as oil and 40 times as much as gas). Try combining your usual methods with a Reduce Coal Use and see how you fare.
I was looking at the low life expectancy and figured I had to go for a low coal approach. However, anytime I try and switch to, say, nuclear. I get a financial collapse because demand outpaces supply.

If you're not using the unofficial patch, the only thing that directly removes toxicity is a card unlocked by 2nd Gen Nanotech, which you can only get in 2150 at the earliest. Otherwise you'll have to make do with switching energy sources and/or reducing actual energy use (through techs, policies, population control, etc.).
If you are using the unofficial patch, the card that removes toxicity directly is unlocked by 3rd Gen Biofuels, though it is only half as effective until 2nd Gen Nanotech is researched; it's still better than nothing, however. Also, in the next version of the patch, CCS will also reduce toxicity from energy (since the game says that it's all air pollution), so you will be able to use CCS to reduce energy use toxicity in addition to emissions.

Ah! Thank you very much! And, as you said, I can't believe the CSS technology doesn't do what it says it does! I've been using it in many countries in order to reduce emissions, pollution and toxicity, but I guess it's all for naught, then.

It effects emissions and efficiency.

My 2c; as with all regions, first fix stability (play Provide Security Assistance until it's not available) then play the red cards for job sharing/medicine. Once things get going consider Cap and Trade (globally) to really boost economy. Keep an eye on transport emissions and play the red transport efficiency card if it starts to dominate your emissions.

the only reason i keep failing the mission 'Oil Can Fix It" is because india's HDI is too low i need it to be 0.70 but the highest i ever got it was 0.68 in real live it is very poor thought

Oh, the Unofficial Patch? It's a mod, so if you don't remember installing it, you probably don't have it. That said, starting in v0.52, the Unofficial Patch's version is displayed in the main menu next to the game version.

how I won that scenario with HDI in India was by being evil. I had played through that scenario a few times and India always killed me. Once I got the HDI above target the turn before end date, but when I clicked end turn, it fell back below. It got to the point of frustration that I decided to do a playthrough just to punish India. I raised its green level so that the people wouldn't get so peeved while at the same time doing everything possible to cause massive famine. Switched to organic farming, set up nature preserves, can't remember what else there was. After a few turns the population plummeted to around 150million. After that I heavily invested in everything to modernise the region. Ended the scenario easily with quite good HDI.
