I am sorry, where is that CONF file exactly?
My advice, as a long time vet, would be - Don't worry about that. Just get openxcom instead. Unless you have some kind of special need, openxcom will be the far better experience. Lots of bug fixes and quality of life improvements but it's still classic xcom.

Have to mention as well that OpenXcom fixes many bugs that have been around since forever + adds another quality of life config settings that you can tweak to fit your tastes
