Bioshock 2 won't open on Windows 8.1

In October of 2017 I bought Bioshock 2 on Steam and when I finished downloading it and tried to open it up on my desktop it gave me an error message and I forget what it said but it was something along the lines of "Your computer cannot run this game". Keep in mind that it WASN'T the remastered version of Bioshock 2, I was just opening the normal one. I looked online for why it wasn't able to run and I got a lot of answers saying it was because of the multiplayer but now when I look for answers it's a different issues each time. What confuses me most is that my computer can run Bioshock 1 and Bioshock Infinite + all DLC like a charm yet for some reason Bioshock 2 is the turd in the punchbowl. I don't understand why Bioshock 2 strives and tries so hard to be a pain in the ass but if someone could figure something out that'd be great.
