Why are houses built with "auto-repair = off"?
I thought it should be fixed in up-to-date version.

if you're under attack the last thing you want is for your houses getting repaired and not your guilds or other important buildings

Its because villagers are unimportant and their housing is expendable; Also, the villagers are expendable. You'd think as the sovereign you'd hire more palace guards to defend them, but oh well.

it actually was like that in earlier version but thankfully it was patched out.
in some missions was a real shore to uncheck the houserepair because there were more urgent tasks needed to be taken care off.

trust me, it's alot better this way.

So I browsed through the manual, but couldn't find any hotkeys for manipulating repair/taxation of buildings. Was I not attentive enough or those do not exist?

I dont like my houses repaired. if i notice one is almost dead and not being attacked i will say repair once. They dont make enough money to be worth it. I dont want them trying to fix a house when my palace is under seige or a guild is under attack. I think they did it becuase your houses can be near sewers and you can gain a lot of houses. I would hate to have pesents rush to repair a house because a ratman popped out and hit it one time.

I only set continual repairs on the houses, that are placed well within my plan.

Every bit of income is important in harder difficulties. Even if your city is decently defended, it's annoying having to lose houses where they could've easily been saved because you forgot to change the auto repair.

Still the devs patched it out and made auto repair = OFF as default. (because it is better)

This was actually a user request way back when Northern Expansion was first released 10-ish years ago. The original default was ON for original Majesty and like others noted, when your town was under attack, it was very aggravating to have your peasants go and repair houses when your important Guilds and buildings were being destroyed (and there isn't a way to redirect the peasants). So now, the default is off and if you want them repaired, you can manually turn them on.
