What 10 year old coded this game? No offense but there is no reason it shouldn't get at least 30 frames on decent hardware

This game used to run very well for me about 6 months ago. Now I'm lucky if I get 5 FPS! I have updated all drivers and set all the graphical settings to low and still no change.
