What exactly does the Assassination mission do, and how do you know if you were successful?

It should result in the targeted country getting a new leader, but I wouldn't know, it never worked for me.

From the design notes: The Assassinate mission targets ministers (not leaders) and can result in a change of ministers, govt. policies and affects some approval levels.

I haven't had a game where I've focused on it. It could be useful as a cumulitive effect with other things such as investing in destabilization to cause a region internal strife. That could make them less likely to involve themselves in wars and have a financial impact on the region.
