Having said that, I can't imagine they would release any new content for CiM that would be considered in any way mandatory since CiM2 is well on the way now.
This months new release adds very little save for a bit of novelty.
That's not really wise in regards to Cities in Motion. The only way to find out for sure is by checking out their forums periodically. Case in point: there were constant updates about the London and Design Quirks DLC whereas the Steam communities had no clue. CiMXchange-hosted mods are mostly introduced via Paradox's CiM forums as well.
I recommend purchasing the Collection Pack found here on Steam; that way you can base your decision on whether or not the rest of the DLC packs are worth the money. If you have any questions, feel free to send me a PM - you'll see me playing either CiM or CSS.
I looked at the Collection Pack - it contains everything except the newly-released Design Quirks (which I doubt you'd want anyway). It looks like it has ALL of the cities, vehicles and set pieces released so far. Colossal Order/Paradox giving you the whole shebang except for the newest DLC for ~$13.00 USD is a STEAL.
Just be sure that your video card has at least 512MB of RAM. I can't stress that enough. I have an integrated 9400M whose maximum is 256MB but with an update and physical RAM to spare I'm able to run the game. If you have a ATI card I believe there's a patch that's needed. Intel integrated solutions = betting your life...
