I'm having the same problems, I can not make CS GO run, he also reiniia or freezes the computer, already upgraded everything that had to be updated and still the bugs still, if I know something you notice.

"Restarts my computer"?
Control panel -> System and security -> System
On the left go to "Advanced system settings"
Go to the "Advanced" tab in the new dialog, and hit "Settings" under "Startup and recovery settings".
Uncheck the "Automatically restart computer on system crash" box.
Restart.

Next time this happens, you should get a blue screen in stead of the system just restarting. Inform us about the error message (example: IRQL_NOT_LESS_OR_EQUAL) and error codes (example: 0x0000007C) on that screen. That's the minimum information you'll need to fix this problem.

computer spec's?

FX cpu?

Try one before the newest drivers? Sometimes the very newest has bugs, so I always go for the last official driver. Also, does this happen with other games or just CSGO? Verify Integrity?

Read my sticky, if you have an FX CPU. You need up update the BIOS on your motherboard.

its not my mother board or anything im on windows 64 thats why it wont work i have tryed all and ntohing gets it to work i have given up

I'm on Windows 7 64-bit, as are an awful lot of gamers, and have never had a problem. That factor has precisely ZIP to do with your problem. Now it might be that you're using a particular driver that doesn't work properly on Windows 7 64-bit, but that's a *driver* problem, not an OS problem.

If you want help, you need to post more details so we can find common factors, e.g. a particular BIOS, a particular type of graphics card, a particular software installed, etc. Blaming the OS at this stage is like saying that "cars don't work" because your particular car doesn't work. Without knowing what you've got and what you're doing to it, and whether others doing those same things have the same problem, you're really just wasting everyone's time.

Post graphics card make/model.
Post driver versions.
Post motherboard model.
Post BIOS version.

Post anything that helps narrow the problem. Not "It's not my motherboard, it's Windows 64". That helps no-one. We don't know that it's NOT your motherboard at this point and blanket denial is worthless in helping us to help you.

I'm running windows 7 64 bit and not having a single problem with GO. I'm pretty sure the BIOS is the issue. We need to know what CPU you have.
