No, the only way to get that "Untrusted account" is for VAC to have detected something suspicious but 99% of the time that untrusted crap is correct and the person did cheat.
Remember VAC is just a packet sniffer. just a single packet incorrectly manipulated (as cheat programs often do) and VAC snags you as untrusted.
So far there has not been one case of that thread link you post being correct some random program blocking as no program i can think of effects the packetflow of a CS game aside from trainers.

every "untrusted account" thread says otherwise, when the people in them 99% of the time have a VAC ban a few days or weeks after their thread post. So when you do get an "Untrusted account status" VAC is soon to follow.
So far there has been no reported program (skype etc) that effects CS-GO's packetflow thus VAC has no reason to have issues. So getting a message of "You are blocking vac or vice versa". 99% of the time its due to a trainer program
He never said anything about having account untrusted status as far as I can see this is a seperate issue, or am I mistaken?
you dont get that message of VAC blocking unless you already got the untrusted account. You running a trainer is the only other way to effect the packetflow which VAC scans at all times, and that is how you get those sort of untrusted bans before the major VAC is issued.
Ive searched hundreds of threads and none of em with the OP's issue turn out not to be cheating. I can think of 200 programs off the top of my head, not a single one VAC would bother with as none of em effect the CS-GO packetflow from your computer and the server.

It says nothing about his issue leading to a ban which is why I am confused.
He cannot connect to the server, that is red flag number one as no normal program effects VAC for that message to come up unless you are cheating with a packet manipulating program such a a trainer to gain an advantage otherwise as far as VAC is concerned the regular programs like skype it cares not a thing about.
Im willing to bet my bottom dollar hes gonna get a VAC ban soon enough just like the few hundred other threads claiming the same thing before him
I guess only time will tell then.
