Can't buy game as a gift

So I've been reading a lot about this and seems like it happened before but it was to prevent resellers from buying it on the summer sale, but it has been months now, today I was going to gift csgo to my little brother but it seems like you still can't, why is this happening? Is this permanent now? Sorry for bad english.

It's blocked since Summer Sale... it's to prevent smurfs and cheaters... if you want to gift it to your brother just give him 15euro
