Many Smurfs attempt to jsutify this behaviour by selfish incoherent excuses (often based on utterly inaccurate misrepresentations) or simply avoid the criticism entirely (see response #13)
The issue with regrds to 'SMURFING'* is, as mentioned above, more with regards to enforcement. Since it is difficult to specifically and unambiguously prove beyond reasonable doubt, punitive action would therefore result in negative sum harm to those innocents 'falsely accused'.
Valöve have taken steps through the introduction of Prime and some way to removal of "DeRanking" groups to mitgate the impact somewhat.
*Defined for the purpose of this post as:
Purposefully using alternate account with a significantly lower skill grouping despite being fully capable of playing versus more challenging opponents.
I think just saying that without all of the fancy words would've gotten the point through. But, as he said, it's pretty much impossible to prove whether they're a smurf or not, as someone with a particularly good skillset might be trying to move through the ranks. Another problem is that smurfs will always be part of the system, no matter what you do. You can't stop people from buying a second account, because that would lower profits, and on top of that, you would have no idea if two accounts are bought by the same person. Deranking is quite hard for smurfs, obviously, because they'd be reported for throwing. But, again as Makara said, Valve has set up matchmaking systems that limit a smurf's ability to play with lower-ranked people, as you now need a phone number.
