I've looked through my control panel and can't find the option.
The reason a game crashes on startup is because they have a plugin that requires a master file that is not there. One of your mods probably needs one of the dlc's.
I suggest you uninstall all your mods and try again. If it still isn't working then it has something to do with the game or you computer. Most likely it's a mod though.
EDIT: Okay, so I decided to take one final wild stab at it to see if it'd work..and it did. I managed to load past the logo and loaded the menu. The problem mod in question is the ASIS mod for me. Something must have gone wrong or that I'm missing something (PISE, perhaps?)..
Anyways, thanks for the hint of "mods trying to access certain files, but not finding any, therefore crash".
PISE and ASIS has definitely been the culprit of my recent series of crashes..I thought I could use ASIS without PISE..more reading to do..
